MORE THEN 850 DELEGATES...

More than 850 delegates from the Arab world and Europe took part in this Intergovernmental meeting, jointly hosted by the President of Yemen and EU past-Commissioner, Emma Bonino, now of the European NGO, No Peace Without Justice. Attendance was several times larger than expected, suggesting both official and NGO eagerness to forge closer ties with Europe as the region works to enhance democracy and the rule of law. Among those attending were 37 ministers and a hundred Members of Parliament, the General-Secretary of the Arab League, Amr Moussa; Assistant to the General-Secretary of the United Nations for Political Affairs, Danilo Turk; the Prosecutor of the International Criminal Court, Luis Moreno Ocampo; the General-Secretary of the Islamic Conference Organisation, Abdelouahed Belkeziz, and numerous Arab activists in the civil society and human rights field. These representatives met together around the same table to discuss themes which had never before been tackled in a meeting of this type. Proceedings were opened on Sunday by the President of Yemen, Ali Abdullah Saleh, who affirmed the importance of a democratic turnaround, especially for the political regimes of the Third World. At the opening ceremony, Emma Bonino underscored the compatibility between Islam, democracy and human rights, and reiterated the importance of the role that free and independent means of communication and a civil society free to express its opinions can play in the construction of a democratic system. Of no less importance is the role of the International Criminal Court: Bonino called for the ratification of the Rome Statute by the Gulf countries. The Conference proceedings were transmitted live in English and Arabic by European and Arabic media. Support was provided by the European Union, with contributions from the European Commission and from the governments of Canada, France, Germany, Ireland (current President of the European Union), Italy, Holland, United Kingdom, Switzerland and by the UNDP (United Nations Development Program). The Sana'a Declaration The Conference concluded with the adoption of the Sana'a Declaration, to which the participants gave their commitment: to put into practice the principles of democracy and human rights; to empower the role of women, protecting them from all forms of exploitation and the reduction of their rights; to the establishment of an independent and fair judiciary and the separation of powers; to ensure equality before the law, equal protection under the law and fundamental fair trial guarantees; to strengthen the role of international judicial institutions as an important element towards promoting respect for international law and of human rights, including the International Criminal Court; to strenghten democracy and pluralism and the establishment of elected legislative bodies to represent the will and ensure the fair representation of all sectors of society. The participants expressed willingness to work towards future modalities of democratic consultation and co-operation, for the establishment of an Arab Forum of Dialogue as an instrument for the promotion of dialogue between different actors, for the reinforcing of democracy, human rights and civil liberties, specifically freedom of opinion and _expression, and the strengthening of collaboration between public authorities and civil society.
