A RADICAL ACT OF CIVIL DISOBEDIENCE IN NEW YORK

Emma Bonino, President of the Radical Party, and Marco Taradash, Anti-Prohibitionist European parliamentary representative, were arrested in New York on 5 November 1990 after having given packs of sterile hypodermic syringes to the police on guard outside City Hall. The preliminary hearing took place on 6 November 1990. At the end of this hearing, the judge proposed an alternative punishment -- that they should spend one entire day cleaning the Rome Underground. Bonino and Taradash rejected this proposal, but declared that they would willingly distribute sterile syringes to the drug addicts in the streets of New York. This gave rise to the formal hearing which took place on 15 April 1990. This time, the judge accepted the prosecution's request for the release of Bonino and Taradash and quickly brought the hearing to a close, thus preventing a further hearing with the testimony of experts from a number of American and European cities where, for years, the authorities have promoted and financed health information programmes, and distributed sterile syringes and condoms gratis to prevent the spread of AIDS. As soon as the hearing was over, Bonino and Taradash began distributing their sterile syringes again. They were arrested once more, and the District Attorney of New York refrained from taking legal action, informing them that if they were caught giving out the sterile syringes again, the police report would be put on file each time and that would be an end to the matter. There are 250,000 heroin addicts in New York. 70 per cent of them suffer from AIDS, contracted via infected needles or sexual intercourse.
