MIDDLE EAST: BONINO - ADMIT ISRAEL TO UN AND EU

AGI - July 31, 2006 "We were horrified to see the terrible incident in Qana, but behind it all are continuing and unresolved problems, together with new elements that make the situation more complicated than it seems from the comments that we read in the press" said Emma Bonino, interviewed today on Filodiretto on Radio Rascal, responding to a question on the conflict in the Middle East. "It's clear that Israel has recognised its mistake but it is just as clear that the method of Hezbollah is that of mixing mobile military positions with the civil population, a cynical method that leads to the use of human shields" Bonino added. As far as the truce is concerned "I don't know what this 48 hour truce will bring, but there are, however, things that are often forgotten: for example, no one says that UN Security Council resolution 1559 provided for the disarmament of the Hezbollah militia, which no one has attended to. And no one remembers that there has been a peacekeeping mission in the Lebanon for at least three decades, made up of 2000 soldiers, a mission that has seen the one of the greatest number of victims, around 2600 soldiers killed over the years. When one speaks about this situation, in short, factual elements and elements regarding the context, that has changed, become neglected. All these Katyushas don't just fall from the sky; obviously, someone causes it. Whose responsibility is the application of 1559, for example? "We've gone beyond the usual Israel-Palestine question" the Minister added. "It's no accident that this situation has come around now. I think that the 'visionary' position of the radicals, of Israel in NATO and in the EU is the best way to go, because I don't think a military solution is possible, given that so many other people are involved, with a wide range of objectives" Ms Bonino concluded.
